Phoenix Sky Harbor International Airport Terminal 3 North Concourse 2, Package 1 was the first step in preparing the airport for its next major concourse expansion. Kiewit relocated essential airside and airline-support infrastructure so the future Terminal 3 North Concourse 2 program could advance while maintaining daily airport operations.

Kiewit’s scope included relocating one of Phoenix Sky Harbor’s busiest airside access gates, constructing a new guard shack and inspection canopy, modifying employee parking and vehicle circulation, installing utilities, fencing, lighting, security cameras and pavement markings and relocating a mail sort facility into a new pre-engineered metal building with a mail sort carousel and scale.

Kiewit delivered this work in an active airport with secure access requirements, adjacent airline operations, major concurrent airport work and operational deadlines tied to peak holiday travel. The project directly affected American Airlines’ maintenance hangar access, employee parking, the landside cell phone lot and airside safety and security operations.

Through planning, daily coordination and creative field execution, Kiewit transformed a constrained, operationally sensitive site into an asset for Phoenix Sky Harbor. The relocated gate now supports high-capacity secure access, the new mail sort facility maintains critical airline functions and the improved site layout supports the airport’s long-term growth strategy.

Kiewit completed the package below budget and nearly two months ahead of the contractual completion date, positioning the City of Phoenix Aviation Department and airport stakeholders to advance the larger Terminal 3 North Concourse 2 expansion.
