MDTA Key Bridge Rebuild

Kiewit is providing Progressive Design-Build Services for the delivery of the Maryland Transportation Authority’s (MDTA) Key Bridge Rebuild Project.

Project Overview

Maryland Transportation Authority’s Key Bridge Rebuild

The Project will replace the 1.7-mile-long bridge on I-695/MD 695 that crossed the Patapsco River (before collapsing after a vessel strike in early 2024). During Phase 1 of the Project (Design), Kiewit will work closely with MDTA and key stakeholders to develop the project scope and requirements. Phase 2 will include final design/engineering and construction.

Kiewit brings the expertise, resources and an innovative and collaborative approach to deliver on MDTA’s goals of collaboration, schedule, safety, quality, cost and aesthetics.

Disadvantaged Business Enterprise (DBE) Participation Goal

Our Commitment to Community

Kiewit believes in supporting the communities in which we work. It is Kiewit’s intent to provide diverse, small and local business enterprises an equal opportunity to participate in the projects we build. One way the company accomplishes this is by actively supporting our clients’ efforts to develop a diverse supplier network.

We are committed to maximizing opportunities through:

  • Dividing work into economically feasible packages to ensure equal opportunities and meaningful participation.
  • Providing interested businesses adequate information related to the plans, specifications and requirements in a timely manner.
  • Assisting interested small and diverse businesses in obtaining bonding, lines of credit, insurance, or equipment.
  • Building upon new and existing subcontractor relationships to foster long-term partnerships.
  • Partnering with community and industry organizations that support local, small and diverse businesses.
  • Outreach, recruitment, training and supportive services to reduce barriers to employment for members of the community.
  • Investing and participating in local training and apprenticeship programs to create a pipeline of local talent for sustainable careers in construction.

Procurement Update!

Due to a number of changes to the Project scope (identified during the pre-construction design phase of the project), the timeline for bid opportunities originally expected to be available May-June 2025 has been adjusted to fourth quarter of 2025 and first quarter of 2026.

The Key Bridge Rebuild Project is being managed through the progressive design-build process, allowing us to work closely with the Maryland Transportation Authority (MDTA) to refine the scope, requirements and schedule to ensure successful, safe and cost-effective delivery.

Currently, we are focused on completing Phase 1 of the project – and starting fourth quarter this year, we will be soliciting subcontractor pricing for inclusion in our Phase 2 cost estimate – which is now scheduled for submission to MDTA in the first quarter of 2026. (Please see revised list of scopes and targeted procurement dates below).

We remain committed to maximizing opportunities for participation by a broad range of firms in the community. We appreciate your patience as we navigate this process; and invite you to stay tuned for an invitation to join us for a project update this summer, where we will share further details.

We encourage you to prepare now to respond as soon as bid packages are released. If you haven’t done so already, please take a moment to complete our Subcontractor Questionnaire to share your qualifications and bidding interests, and to ensure that you are notified of upcoming events and opportunities.

Thank you for your continued interest in working with Kiewit to deliver this important project!
