H2O Guam JV — a joint venture between Kiewit Corporation subsidiary Healy Tibbitts Builders, Inc. (managing partner), Hawaiian Dredging Construction Company and Obayashi Corporation successfully delivered the Lima Wharf, Naval Base Guam Project — a major marine infrastructure initiative designed to enhance U.S. Navy port capabilities and resilience.

The project scope included:

  • Construction of a new wharf featuring a steel king pile/sheet pile bulkhead system with concrete capping beam
  • Installation of a pile-supported concrete anchor wall and tie-back system to ensure long-term structural stability
  • Ground improvement using stone columns to support heavy marine operations
  • Deployment of a heavy weather mooring system, including 300-ton capacity mooring bollards and fender system with precast concrete piles for vessel safety and durability
  • Integration of cathodic protection to mitigate corrosion and extend asset life
  • Construction of an electrical substation and Bilge Oily Waste Treatment System (BOWTS) plant to support operational efficiency and environmental compliance
  • Installation of wharf utilities, lighting and asphalt concrete pavement to complete the facility’s functionality

 

The $104.8 million project was completed in 2025. It strengthens marine logistics, improves environmental safeguards and provides long-term Navy mission critical support in the region.
