MDTA Key Bridge Rebuild
Kiewit is providing Progressive Design-Build Services for the delivery of the Maryland Transportation Authority’s (MDTA) Key Bridge Rebuild Project.
Project Overview
Maryland Transportation Authority’s Key Bridge Rebuild
The project involves replacing the 1.7-mile-long bridge on I-695/MD 695 that crosses the Patapsco River. It will be completed in two phases.
Phase 1 (pre-construction) is currently underway. Kiewit is collaborating with the Maryland Transportation Authority (MDTA) and key stakeholders to define the project scope and requirements.
Phase 2 will cover the final design, engineering, and construction. Pre-construction activities began in January 2025, with construction expected to start in Fall 2025.

Procurement Update! (July 2025
Due to a number of changes to the Project scope (identified during the pre-construction design phase of the project), the timeline for bid opportunities originally expected to be available May-June 2025 has been adjusted to fourth quarter of 2025 and first quarter of 2026.
The Key Bridge Rebuild Project is being managed through the progressive design-build process, allowing us to work closely with the Maryland Transportation Authority (MDTA) to refine the scope, requirements and schedule to ensure successful, safe and cost-effective delivery.
Currently, we are focused on completing Phase 1 of the project – and starting fourth quarter this year, we will be soliciting subcontractor pricing for inclusion in our Phase 2 cost estimate – which is now scheduled for submission to MDTA in the first quarter of 2026. (Please see revised list of scopes and targeted procurement dates below).

STEP 1:
View the list of current solicitations and select the scope packages your company is interested in bidding.
STEP 2:
Complete our Subcontractor Questionnaire to provide your company’s capabilities and past project experience (if applicable) After your company information has been received through our Subcontractor Questionnaire, you will be added to our project database.
STEP 3:
After completing the Subcontractor Questionnaire, create an account with BuildingConnected. Kiewit utilizes BuildingConnected for bidder communications regarding plans/specs/addenda distribution.
Once your company information has been received through our Subcontractor Questionnaire, you will be added to our project mailing list.

Firms certified (or eligible for certification) as Disadvantaged Business Enterprise (DBE) by the Maryland Department of Transportation, are highly encouraged to submit bids.
