The multi-story 915,794 SF building supports a 3,754-person workforce that includes staffing for the Command and Control facility, data center spaces, and SCIF spaces. The facility provides Uninterrupted Power Source (UPS) capability backed up by generators, supporting a 24-hour mission Global Operation Center, has TEMPEST and HEMP protection, and over 800,000 SF of raised access floors.

The U.S. Army Corps of Engineers – Omaha District awarded Kiewit/Phelps JV the USSTRATCOM Replacement Facility project. The 1,000,000 SF facility replaced the 1950s-era USSTRATCOM headquarters complex at Offutt Air Force Base in Bellevue, Nebraska. The facility serves as the Command and Control (C2) for the U.S. Strategic Command, providing greater mission capability and flexibility over the next several decades.

The new facility is designed to meet current and emerging mission needs, and reduce IT replacement and maintenance costs, as well as provide expansion for potential future missions. In addition, it is a nexus for communications between global intelligence and Missile Defense sensors, coordinating with other Combatant Commands, communicating with national leadership, and giving orders to execute to the strategic forces, while providing improved integration of other inherently interdependent USSTRATCOM UCP missions.

There are 26 individually accredited SCIF spaces and TEMPEST specifications throughout the facility.
