In August 1999, Kiewit Power Engineers Co. and Gilbert Industrial Corporation, subsidiaries of Kiewit Corporation, were selected to design and construct the $75.3 million Hog Bayou Energy Center, a gas-fired, combined-cycle facility. The 4.23-acre site rests on a former landfill, which required the removal of surface materials and concrete pile driving to stabilize the foundation. The team worked in a constricted area surrounded by bayou and swampland.

The project included a chemical treatment building, a cooling tower, an auxiliary boiler, a switchyard, and administration building. Plant components were connected by 52,000 ft. of process pipe; 113,000 ft. of conduit; and 542,000 ft. of wire and cable. By using above-ground piping for the cooling towers, the circulating water pipes were easier to construct and maintain. In addition, the heat recovery steam generator is capable of producing 900,000 lb./hr. of high-pressure steam, helping the plant develop an overall output of 240-megawatt of electricity.

With only 22 months from design to start-up, the project was completed ahead-of-schedule and went online as a wholesale electric provider in July 2001.
