Valley Generating Station was the first project in a multiyear plan set out by the Los Angeles Department of Water & Power to repower Los Angeles and decommission its outdated fleet of power generating facilities with new combined cycle units.

In October 2001, Kiewit Power Constructors Co. and Kiewit Power Engineers Co., subsidiaries of Kiewit Corporation, were selected to engineer, procure and construct the new generating station. The new station is a 500-MW, two-on-one, dual-fuel power generating facility, which replaced the 50-year-old steam plant on site. The plant utilizes two General Electric Frame 7FA Combustion Turbines in conjunction with two Alstom Heat Recovery Steam Generators and a single General Electric Steam Turbine.

The project was completed in April 30, 2004, 15 days ahead of schedule and was the recipient of the Los Angeles Council of Engineers and Scientists Award of Project Achievement.
