Completed in 2002, Kiewit Pacific Co., a subsidiary of Kiewit Corporation provided construction, testing and start-up services for this $89 million project. Phase I included the completion of below-grade concrete and underground piping; Phase II included above-grade concrete, above-ground piping and equipment installation; and Phase III included expansion concrete, above-ground piping and equipment installation.

Ten months into construction, Kiewit was asked to more than double the plant's capacity from seven to 15 MGD. Buildings and process facilities constructed include 2 flow equalization tanks; a headworks/grit basins; odor control; 3 primary sedimentation basins; 2 aeration basins; blower building; 3 secondary clarifiers; 2 secondary tertiary filters; an effluent pump station; an ultraviolet basins/control building; and a chemical building.

As an integral part of San Diego's overall $1.1 billion expansion plan, the plant's benefits include providing relief to the Point Loma Wastewater Treatment Plant and supplement the city's wastewater treatment needs for the 2.9 million people in the area; relieving a major sewer pipeline; and delivering reclaimed water to the surrounding areas. Quantities included 44,000 cu. yd. of structural concrete; 780,000 sq. ft. of formwork; 180,000 cu. yd. of structural and trench excavation; 105,000 ft. of piping; 350 pieces of equipment for 36 process systems; 36,000 electrical terminations.
