The Homestead Motorsports Complex was built on a 350-acre site at a cost of $31 million. Gilbert Southern Corp., a subsidiary of Kiewit Corporation, constructed a 1.5-mile quad oval track, a 2.2-mile infield road course track and five infield building structures. The project was completed in November 1995.

Excavation work began in May 1994. With a water table between 1.0 to 2.5 ft. from existing grade, and double the monthly average rainfall for August, engineers had to devise creative methods for moving the 600,000 cu. yd. of unsuitable marl and replacing it with over 2.5 million cu. yd. of limerock fill.

The pavement design parameters factored in the extremely high lateral stresses imposed on the track during race events. The asphalt surface was held to one millimeter of vertical surface deviation per linear meter. This is twice the standard for airport runways and federal highways.

As construction progressed, the owner requested many design changes. Project personnel worked closely with the owner to ensure that the desired changes were incorporated without compromising timely completion of the project. With an inaugural NASCAR race scheduled to be televised in November 1995, on time completion was crucial.
