Kiewit Infrastructure West Co., a subsidiary of Kiewit Corporation, is the design-builder for the I-405 Sepulveda Pass Widening Project and is seeking sub-quotes from Disadvantaged Business Enterprises (DBE) and all other business enterprises for participation on this project.

DBE Performance Plan: 2nd Quarter 2011 Update
The I-405 Sepulveda Pass Widening Project involves the engineering, procurement and construction of 10 miles of HOV lane, freeway widening, realigning existing on/off ramps, removing and replacing three bridge structures, construction of approximately 23-ea additional bridges and ramps, 18-miles of retaining and sounds walls and performing road improvements on adjacent City streets for LACMTA.
The project is constructed in two phases – engineering and construction. Design engineering is a component of the first half of this job which began in June 2009. Construction begins as design is approved on the construction segments which started approximately 2nd Quarter 2010 and is continuing through 2nd Quarter 2013.
Opportunities for subcontractors, professional services, material contractors and material and equipment suppliers will occur throughout the life of the project. Requests for Statements of Qualifications (SOQs), Requests for Quotes (RFQs) for subcontracting opportunities and pricing for small tools and supplies, bulk consumables, third party equipment rental and support services will be ongoing as needed.
All responsive subcontractors must possess acceptable insurance and a valid California Contractor’s License. Subcontractors performing any onsite work must be signatory to the appropriate union labor agreements. Subcontractors and material contractors are expected to provide 100% bonding. Bond premiums will be reimbursed by Kiewit. All agreements issued on behalf of this project with a value of $100,000 or greater must satisfy the LACMTA Pre Qualification Application requirements.

LACMTA has established a Disadvantaged Business Enterprise (“DBE”) Anticipated Level of Participation (DALP) for the I-405 Sepulveda Pass Widening Project. Kiewit is committed to assisting the LACMTA to attain its DALP by promoting and encouraging maximum practicable opportunity for participation by DBE firms throughout this project. Kiewit encourages all its lower-tier firms to include lower tier DBE firms whenever possible. A DBE must perform a commercially useful function (CUF) and must perform at least 30% of its work with its own workforce or must not subcontract a greater portion of the work than would be expected on the basis of normal industry practices for that type of work. All DBE firms must be certified by the California Unified Certification Program (CUCP) and current certifications must be submitted with your Notice of Interest (if applicable).
