Kiewit Infrastructure West Co. (Kiewit), a subsidiary of Kiewit Corporation, is the design builder for the I-405 Sepulveda Pass Widening Project.

The I-405 Sepulveda Pass widening Project involves the engineering, procurement and construction of 10-miles of HOV lane, freeway widening, realigning existing on/off ramps, removing and replacing three bridge structures, construction of approximately 23-ea additional brides and ramps, 18-miles of retaining and sound walls and performing road improvements on adjacent City streets for LACMTA.

This project is constructed in two phases – engineering and construction. Design engineering is a component of the first half of the job which began in June 2009 and as of December 2012, Design is reported at approximately 96% complete. Construction along the route began 2nd Quarter 2010 and will continue through approximately 3rd Quarter 2014. As of December 2012, Construction is currently reported at approximately 59% complete.

LACMTA established a voluntary Disadvantaged Business Enterprise [DBE] Anticipated Level of Participation (“DALP”) for this project of 14% for Design and 25% for construction.

Kiewit committed to assisting LACMTA toward meeting this voluntary DALP by seeking-out quality subcontractors, material and equipment suppliers and professional services whenever and where ever possible. As part of that commitment, Kiewit encourages all its lower-tier firms to include lower tier DBEs whenever possible. A DBE must perform a commercially useful function (CUF) and must perform at least 30% of its work with its own workforce or must not subcontract a greater portion of the work than would be expected on the basis of normal industry practices for that type of work. All DBEs must be certified by the California Unified Certification Program (CUCP) and current certifications must be submitted with a firm’s qualifications and / or with its bid (if applicable).

While many major subcontracts have already competitively bid and have been awarded, it is anticipated future bid opportunities will occur throughout the project and requests for pricing of materials or supplies will be ongoing as needed.

All responsive subcontractors must possess acceptable insurance and a valid California Contractor’s License. The I-405 Project is subject to California Prevailing Wage Rate Determination dated 2008-01. Subcontractors performing onsite work must be signatory to the appropriate union labor agreements. Subcontractors and material contractors are expected to provide 100% bonding. Bond premiums will be reimbursed by Kiewit. All agreements issued on behalf of this project with a value of $100,000 or greater must satisfy the LACMTA Pre Qualification Application requirements.
